There is an organization called the Small Business Development Corp (SBDC) these folks at no cost to you will help you develop your business plan, marketing plan, etc. The SBDC if I'm not mistaking is part of the Small Business administration (SBA). Between these agencies you will be supplied all the forms and documents required for developing your home based business and marketing plan. They will also provide many training sessions for you about setting up the business. They will show you how to obtain money for starting a home business.
